刘某承与合作者在自然保护地生态保护补偿领域取得进展

  党的十九大报告提出建立以国家公园为主体的自然保护地体系,健全生态保护补偿制度是其重要的制度保障。在闵庆文研究员主持的国家重点研发计划项目国家重要生态保护地生态功能协同提升与综合管控技术研究与示范(2017YFC0506400支持下,刘某承副研究员及其合作者,以国家公园体制改革试点区(神农架、三江源)、国家重点生态功能区(京津冀水源涵养功能区)、多类型保护地(哈尼稻作梯田)等自然保护地为研究对象,从生态经济学的视角关注生态补偿政策、特别是各种类型自然保护地内社区居民及生态系统的补偿政策的设计、评估和影响的研究,在Science of the Total EnvironmentJournal of Cleaner ProductionAgricultural Water ManagementLand Use Policy 等业内知名期刊发表多篇SCI论文,从不同角度探索了自然保护地生态保护补偿的政策机制。  

    1、在生态补偿政策机理方面,从能值角度进一步阐明了补偿的必要性(论文7);同时研究认为生态系统服务的空间流动与消费是生态补偿的理论基础,基于此可以明确生态补偿的主客体及标准(论文10)。  

    2、在生态补偿政策机制方面,从产品定价、现金补贴等多种补偿方式探索了自然保护地社区居民及流域上下游之间生态补偿标准的制定方法(论文911),提出了自然保护地生态功能协同提升的动态补偿机制和政策框架(论文35 。同时,比较了国家公园内输血型补偿和造血型补偿的补偿效率和投入(论文2)。 

    3、在生态补偿政策与农户生计关系方面,从农户参与、生计资本、生计多样性与生计决策等方面评估了生态补偿政策及其他因素对农户生计的影响,以及生计资本和策略如何影响农户参与补偿政策(论文48121314  

  4、在生态补偿政策的环境影响评估方面,从生态补偿政策对农户生产决策及生产行为影响的角度评估了补偿实施的影响,研究发现以节水灌溉或化学品减施为目标的补偿政策不一定能够达到预期目标(论文16)。
